Inconsistencies lurk in all dictionaries. Here's an example from one English-Japanese dictionary:
Keep off the grass. ((掲示)) 芝生に入るな.

Keep off the grass. 芝生に入らないこと ((掲示として)).
And from another:
Keep off the grass. 芝ふにはいるべからず..

Keep off the grass! 芝ふに立ち入らないでください.
